The PFAS Problem in Southern Europe: What Expats Need to Know
You’ve packed up your life, found a flat in Lisbon or Barcelona, and you’re ready to start fresh in the sun. Then someone at the expat bar tells you: “Oh, the tap water here — you don’t want to drink that.” For a growing number of people moving to Portugal, Spain, and Greece, water quality has become a genuine concern — not because the water is “unsafe” in the old-fashioned sense, but because a new class of contaminants has entered the conversation: PFAS, commonly known as “forever chemicals.” Here’s what you actually need to know.
What Are PFAS, Really?
PFAS stands for per- and polyfluoroalkyl substances — a group of more than 10,000 synthetic chemicals used since the 1940s in non-stick cookware, waterproof clothing, firefighting foam, food packaging, and hundreds of other everyday products.
They earned the nickname “forever chemicals” because they don’t break down. In the environment, in wildlife, in your body — PFAS accumulate and persist for decades or longer. They’re detected everywhere on Earth, from Arctic glaciers to human bloodstreams.
The health risks are serious: liver damage, immune system disruption, fertility problems, developmental harm in children, thyroid disease, and links to several cancers. The January 2026 EU Rule Change Is a Big Deal
As of 12 January 2026, the EU’s recast Drinking Water Directive came into force with mandatory, harmonised PFAS monitoring across all 27 member states for the first time.
The limits are:
- Total PFAS: below 0.5 µg/L (500 ng/L)
- Sum of 20 priority PFAS: below 0.1 µg/L (100 ng/L)
Member states must test, report results to the European Commission, and take immediate action if limits are exceeded — including closing contaminated wells, restricting water supply, and informing the public. EU Commission, 12 Jan 2026
France has already banned PFAS in cosmetics and textiles from 2026, and an EU-wide ban covering over 10,000 PFAS compounds under the REACH regulation is expected around 2026–2027. ECHA, March 2026
Commissioner for Environment Jessika Roswall said: “PFAS pollution is a growing concern for drinking water across Europe. With harmonised limits and mandatory monitoring now in force, member states have the rules and tools to quickly detect and tackle PFAS and protect public health.”
But here’s the honest truth: the new rules monitor contamination, they don’t prevent it. Thousands of PFAS remain in circulation. Monitoring without strong enforcement still lets chemicals reach your tap.
How Bad Is the PFAS Situation in Southern Europe?
Bad enough that you should pay attention — but not bad enough to panic.

The picture is clear: PFAS are present in Southern European water systems. The question is whether your local supply is affected and what you can do about it.
What Does This Mean for You as an Expat?
If you’ve moved to the Mediterranean expecting to just... drink the tap water like you did back home, you’re going to need to rethink that.
Here’s the honest situation:
- Most municipal water still meets EU standards — so in most cities, your tap water is legally compliant
- But testing is patchy and uneven — rural areas, places near industrial sites, and locations near old military airfields have higher risk profiles
- The new Jan 2026 rules mean this will get documented more systematically — which means you’ll hear about more contamination events in the coming months and years
- “Safe” under the law doesn’t mean PFAS-free — the new limits were set at levels the EU believes are achievable with treatment, not at zero
For affluent expats moving to the Mediterranean — people who research schools, doctors, and property lawyers before they move — spending five minutes on water quality feels entirely on-brand.
Why Standard Filters Won’t Save You Here
Here’s something the water filter industry doesn’t always tell you clearly: most standard water filters don’t remove PFAS.
- Basic activated carbon filters (like cheap Brita-style jugs) remove chlorine and improve taste but are not certified for PFAS removal
- Standard carbon block filters do not have the capacity or chemistry to capture these compounds at safe levels
- Boiling water does nothing — heat doesn’t break down PFAS
What actually works:

What Should You Actually Do?
If you’re an expat in Portugal, Spain, or Greece right now:
- Check your local water report. Most municipalities publish annual water quality data. Look specifically for PFAS test results — these are now mandatory but some states are further ahead than others.
- Consider your risk profile. If you live near agricultural areas, industrial zones, or any military-adjacent location, your risk is higher. If you’re in central Lisbon, Barcelona, or central Athens, your supply is more likely to be tested and treated.

- Push for transparency. The new EU rules require public disclosure of exceedances. If your local water company isn’t publishing PFAS data, ask them. You have the right to know.

PFAS in Southern European tap water is a real, documented problem — not a conspiracy theory. The EU has finally started acting on it with mandatory monitoring from January 2026, and France has gone further with a full product ban.
But regulation moves slowly, testing is uneven, and “legal” doesn’t mean “optimised for your health.”
